Responses to this Sources Sought Announcement must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential businesses interested and capable of providing the services described below.

The Northern Arizona VA Health Care System is seeking a contractor to provide two offices either 40 foot Container Offices or 44 foot Trailer Offices - for the Facilities Department. One Container Office/Trailer Office will be for Maintenance Operations and the other for Ground Operations. The Container Offices or Trailer Offices must meet all of the below listed Salient Characteristics.

SALIENT CHARACTERISTICS
40ft Container Office or Trailer Office for Maintenance Operations:
40ft (L) x 8ft (W) x 8.6ft (H) Container with Cargo Doors on One End Welded Closed or 44ft (L) x 10ft (W) x 8ft (Ceiling H) Office Trailer
Framed, Insulated, and Drywalled with Vinyl Tiled Flooring Installed.
Divided into three (3) rooms on the inside @ 100 sf per room (divided equally)
Total of three (3) 42in Steel Framed Steel Doors Installed (6ft x 42in) with interchangeable core security hardware.
Total of three (3) 3ft x 4ft Sliding Glass Windows Installed energy star rated.
Two (2) Drywall Partitions Installed.
Power and Lighting:
120V, 125A Breaker Box Panel.
Two (2) 6in LED or two (2) 2ft x 2ft fluorescent light fixtures per room.
on/off Light Switch per room.
Four (4) 120v Duplex Receptacles per room.
One (1) 120v or 220v Dedicated Receptacle for AC Unit per room.
AC Units (1) 7k BTU Cooling/3850 BTU Heating per room.
Data Connection:
Data/Ethernet Feeder Box.
Two (2) Data Port Jacks for Computers & Phones per room.
If trailer: Entrance package shall be provided.
Stair system with handrails.
Platform.
Entrance mat.
Canopy system or rain gutter.

Skirting
Vendor will be responsible for delivery and installation of office containers/trailers. Vendor will perform the site preparations for installations. Setup footers or level surfaces for container/trailer offices to be placed for installation.
Vendor must follow the attached Statement Of Work.

The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Sources Sought Announcement. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if there are insufficient Service Disabled Veteran Owned Small Business responses, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 332439 (500 Employees).

After review of the responses to this Sources Sought Announcement, a solicitation may be published on the sam.gov or GSA eBuy websites. Responses to this Sources Sought Announcement will not be considered adequate responses to the solicitation. All interested offerors must respond to the solicitation in addition to responding to this Sources Sought Announcement. Prospective bidders must be authorized re-sellers in order to participate in the solicitation process.

Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov. Additionally, all Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at www.vip.vetbiz.gov.
