Background

The Phoenix VA Medical Center has identified an air-conditioning unit located on the main campus, BLDG 25 has failed and needs to be replaced.

The C & A requirements do not apply, Security Accreditation Package is not required. Project does not involve the storage, generating, transmitting or exchange of VA sensitive information. No sensitive information will be handled by contractor performing work

Project Objectives

The objective of this contract is to provide parts/labor and material for installation of a 15 Ton straight cool air-conditioning package unit. The demolition of the existing unit will need to be completed before installation of the new unit. The new unit will need to be installed in a manner that the new AC unit will be accessible for maintenance and or repairs. The installation of a duct conversion kit may be installed to accommodate this request.
Scope of Work/Requirements

Demolition of existing AC Unit and duct work

Contractor is to provide material/parts and labor to remove the existing 15 ton AC unit.
Key Points of consideration:
1. Cranes, forklifts, or scaffolds may need to be required
2. Scheduling for equipment egress needs to be considered
3. Stands and bracing may need to be installed
4. Proper disposal if unit in accordance to all EPA standards and procedures.

Installation of new 15 Ton AC Unit
1. Contractor is to provide material/parts and labor to install one 15 Ton AC unit to existing duct work.
a. Key Points and additional required equipment:
1. Cranes, forklifts, or scaffolding may need to be required for install
2. Scheduling for equipment egress needs to be considered
3. Install stands and bracing per local codes or as needed
4. New proper amperage service disconnect will need to be installed
5. All outdoor conduit to be replaced with weather tight fittings

All questions or concerns are to be addressed to the VA Project Engineer (COTR), in the REQUEST FOR INFORMATION (RFI) FORMAT .
Special & Technical Requirements

Contractor is responsible to supply all labor for installation of equipment and devices.
Contractor will supply all parts, materials, and equipment to complete the service.
Contractor is responsible for all subcontractors required to complete project.
Contractors and sub-contractors will be responsible for all PPE required to complete work.
Contractor must maintain a safe workspace during installation and proper housekeeping to maintain area safe for workers and VA staff.
Contractor must follow all VA policies regarding obtaining hot work permits, confined spaces, and lockout tagout.

Information Security and Privacy Considerations
During contract performance, contractor may require access to VA facility, equipment, But, not to VHA information systems, or sensitive data; to maintain or repair equipment.
In reference to VHA Handbook 6500.6 Appendix A, Block 6. The services provided under this contract does not require the connection of vendor provided software or hardware to a VA computer or network. Therefore, no security accreditation package is required.
In reference to VHA Handbook 6500.6 Appendix A, Block 7. The services provided under this contract does not require direct access to VA sensitive information, through storage, transmission, or exchange. Therefore, the following privacy provisions are required in accordance with VHA Directive 6500 Appendix C.
(Appendix B) The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information protection, patient privacy, and information system security as delineated in this contract.
VA Privacy Training for Personnel without Access to VA Computer Systems or VA Sensitive Information is VA TMS training course (VA20939) and must be completed annually by all contract personal performing services at VA facilities two or more consecutive days. Training can be completed at https://www.tms.va.gov/secureauth35/. Proof of training must be provided to COR upon request.

Hours of OperationÂ

The installation of the water monitoring/pressure equipment may require work after
hours. A schedule shut down of incoming water to buildings will have to be coordinated
with the VA. Regular business hours are Monday-Friday, 6:30 am- 4:30 pm
