Summary

The State of Arizona (hereinafter referred to as the State) is seeking offers from legal firms (hereinafter referred to as Contractor) to act as Bond Counsel to provide legal services, analysis, advice, and opinions, prepare and review documents, assist in debt and financing transactions, and provide any other debt or finance related legal services for a wide range of debt transactions, including, but not limited to, tax-exempt and taxable certificates of participation, bonds and notes, lease purchase agreements, board funding obligations, loans, and other debt or financing instruments as may be identified or created in Arizona law and statutes.



Any contract resulting from this RFP shall become a statewide contract for use by all State agencies, and optional for cities, country, and school districts and other political subdivision. The principal agencies (each an “Issuer” and collectively the “Issuers”) anticipated to use the services under this contract are:



Services under a resultant contract may be extended to any future debt or financing authority the State may create or receive during the contract term beyond the specific authorizations cited. Such authorities may include, but are not limited to additional authority that may be granted by legislation, new or enhanced federal credit programs, or financing authority related to any new or extended revenues.
