COMBINED SYNOPSIS/SOLICITATION ‘COMBO’:



RFQ FA487724QA181 – FY24 355 FSS Bluezone Air Purifier Install





i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.





ii. Solicitation FA4877‐24‐Q‐A-181 is issued as a Request for Quotation (RFQ)





iii. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2024-03 effective 23 February 2024, The DFARS provisions and clauses are those effective 15 February 2024, The DAFFARS provisions and clauses are those effective 07 July 2023.





iv. This procurement is being issued as a total Small Business set-aside. The North American Industry Classification System Code is 238220 with a size standard of $19.0M.





v. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.





vi. Davis‐Monthan Air Force Base intends to issue a firm‐fixed price purchase order for the following:






  1. CLIN 001: Installation only of ten (10) Bluezone Air Purifiers in accordance with Performance Work Statement.





vii. The government will issue a purchase order to the offeror whose quote meets lowest price and technical acceptability. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet defined products and services within Statement of Work. Please refer to FAR 52.212-2 under section xii of this document for further clarification.





viii. Important Dates/Times (All Times are Arizona Local Time)




  1. A site visit is scheduled for Friday, March 29th, 2024 at 2:00 PM. Email POC's one (1) business day prior if attending.

  2. All questions must be submitted via email by Tuesday, April 2nd, 2024 by 2:00 PM

  3. All quotes must be submitted via email by Friday, April 5th, 2024 by 2:00 PM





ix. It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all quotes and/or questions are submitted in a timely manner by specified due date.

xiii. FAR 52.212-2 Evaluation -- Commercial Products and Commercial Services (Nov 2021) is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addenda:



(a) The Government will issue a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:



(i) technical capability of the service offered to meet the Government requirement;



(ii) price;



The lowest priced offer will be evaluated for technical acceptability and best value to the Government. If found technically acceptable and found to be the best value award will be made without further consideration. If found technically unacceptable the government will evaluate the next lowest offer for technical acceptability until award can be made to the lowest priced technically acceptable offeror. Past Performance will not be evaluated. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
