Description

NASA Goddard Space Flight Center (GSFC) intends to issue a modification to increase task order pool hours supporting completion of the Joint Polar Satellite System (JPSS)-3 and JPSS-4 spacecraft and on-orbit post-delivery support for JPSS-2 under Delivery Order NNG15VE05D with Northrop Grumman Systems (NGS) Corporation. The non-standard services within this pool of hours include, but are not limited to, special studies, analyses, process improvements, on-orbit anomaly support, and minor hardware and software development.



The JPSS-2 spacecraft, currently operating on orbit, still requires anomaly support on an as-needed basis through this task order pool. For the JPSS-3 and JPSS-4 spacecrafts, this task order pool is being utilized for additional studies to buy down risk, generate flight software updates, and perform additional analyses towards assessing launch vehicles. In addition, the JPSS-4 spacecraft requires support for the addition of a fifth instrument, which entails utilizing the task order pool for systems engineering, analysis, documentation, and review support.



Replenishing the Special Study Task Order Pool hours for the spacecrafts is essential to the National Oceanic and Atmospheric Administration’s (NOAA) JPSS 2-4 missions. A lapse in the hours could lead to a lapse in necessary support, which could in turn lead to unnecessary technical risks or schedule slips that could jeopardize NOAA’s mission. This modification will increase the JPSS-2, JPSS-3 & JPSS-4 pool by an estimated 100,000 hours.



NASA/GSFC intends to issue the modification on a non-competitive basis to NGS, in accordance with 10 U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.



NGS has the combined training, experience, and expertise to provide uninterrupted mission-critical on-orbit/technical special studies support to JPSS. The increase in task order support is necessary to continue JPSS-2, and complete JPSS-3/4 engineering studies requirements. Procuring these services from any other source would greatly jeopardize the success of critical and highly visible JPSS 2-4 missions.



The Government does not intend to acquire a commercial item using FAR Part 12.



Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 p.m., Eastern Standard Time, on July 14, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The decision on whether to compete or not compete this proposed effort is solely within the discretion of the Government.
