NOTICE OF INTENT TO SOLE SOURCE

The US Section International Boundary and Water Commission (USIBWC), Acquisition Division, located at 4191 North Mesa Street, El Paso, TX 79902 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to execute a Sole Source Award under FAR Part 13 – Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 – Simplified Procedures for Certain Commercial Items.

The intended Contractor is Hach Company located at 5600 Lindberg Drive, Loveland, CO, 80538-8842.

The USIBWC Nogales Wastewater Plant currently uses Hach Company to provide repair and maintenance services to Hach manufactured instruments in the wastewater plant that are required to maintain accuracy of readings that are critical for process, control, and operation permit reporting.

This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source.

The associated North American Industry Classification System(NAICS) code is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and controlling Industrial Process Variable, with a business standard of 750 employees. The Product Service code is 6640 Laboratory Equipment and Supplies.

This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made based on unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.

A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested parties who are responsible, capable, certified to work on Hach Wastewater Equipment, and authorized to work on Hach Wastewater Equipment may identify their interest and may submit an offer or quotation which shall be considered by the agency no later than 8:00 AM Mountain Standard Time (MST) on June 30, 2021 to Suzette Smith at suzette.smith@ibwc.gov. The interested parties bear full responsibility to ensure complete transmission and timely receipt.

Specification Synopsis

The contractor shall furnish all labor, tools, materials, equipment, and supervision necessary for the performance of maintenance of the HACH wastewater equipment samplers AS950 and related instruments installed at the Nogales International Wastewater Treatment Plant, Unites States International Boundary and Water Commission. All maintenance must ensure compliance with 29 CFR 1910 (OSHA General Industry Standards).

There are approximately 34 pieces of equipment/instruments that must be maintained. Maintenance occurrences varies by equipment/instruments.
