The United States Department of Agriculture- Forest Service (USDA-FS) intends to award a sole source order to Forest Technology Systems (FTS), 1065 Henry Eng Pl, Victoria, BC, Canada. TS LTD is the only vendor that provides the ability to collect, transfer, utilize, and store data in an interoperable approach. Interoperability is a key component of the wildland fire ecosystem. No other platform allows the data from the nearest weather station to superimpose over the photos to give temperature humidity, wind speed and wind direction, solar radiation, and fuel moisture. The estimated value of this procurement is >$250,000. This action is conducted under the authority of FAR 13.106-1(b)(1) for single source. The Government anticipates the award of a Firm-Fixed Price purchase order. The applicable North American Industry Classification System (NAICS) code is 115310, with an applicable size standard of $11.5M. This is a notice of intent and is not a request for competitive quotes. Any response to this notice is due in writing with sufficient information to establish capability to fulfill the requirements within ten (10) business days of the date of this publication. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. This action is conducted under FAR Part 13. System Award Management (SAM) registration is required for all vendors doing business with the USDA-FS.

Interested parties may identify their interests and capability to respond to this requirement within four (4) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.

All interested and/or responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency for the purpose of determining whether or conduct a competitive procurement.
