Description
1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures, specifically FAR 13.5 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation is attached to this announcement.

2. Submit written offers in accordance with the following instructions, as well as Addendum to FAR 52.212-1, Instruction to Offerors. Oral offers will not be accepted. Complete and submit enclosure 1 and 852.219-78 VA Notice of Limitations on Subcontracting via email no later than 11:00 AM Monday June 5th 2023 to David Odne; david.odne@va.gov.

3. Background Nutrition and Food Service (NFS) utilizes convection ovens in the kitchen to cook meals for in-patient veterans or to keep food warm prior to preparation for delivery. The new convection ovens would replace the old existing units which have exceeded their expected life-cycle for operations. Southern Arizona Veterans Health Care Center (SAVAHCS) requires two convection ovens as a double stack unit for the kitchen in Buildings 3 as part of the kitchen modernization to enhance food service to SAVAHCS veterans.
4. Scope Southern Arizona Veterans Health Care Center (SAVAHCS) requires two convection ovens as a double stack unit for the kitchen in Buildings 3 as part of the kitchen modernization to enhance food service to SAVAHCS veterans. The convection ovens shall include at least a two-year manufacturer warranty.

5. Specific Tasks.
5.1 Task 1 : Vendor shall provide one (1) each convection oven (Doublestack) according to listed Salient Characteristics below.
Salient Characteristics:
Unit(s) must be name-brand or equivalent in capabilities to the Blodgett Zephaire-100-E Double.
Unit(s) should have a standard depth porcelain/stainless steel baking compartment which can accept up to five 18 x 26 standard full-size baking pans
Unit(s) must have adjustable chrome plated racks
Unit(s) must have stainless steel doors with dual pane thermal glass windows
Unit(s) must have solid state digital temperature displays with manual timer controls
Unit(s) must have interior lighting available
Unit(s) must have an air blower system with thermal overload protection
Unit(s) must have 4 casters (at least 2 have brakes)
Unit(s) must be of stainless-steel exterior construction
Unit(s) must be capable of fitting in a space 28 wide x 35 deep and with a height of 80
Unit power requirements: 208V 60HZ, Triple phase
Warranty must be at least two years parts and labor

Period of Performance: 90 days after award

Packaging: Packing and Shipping Instructions: Packaging to include all user guides and manufacturer cleaning instructions.

Inspection and Acceptance Criteria: Equipment must be new and in good working order. The service line POC: will coordinate with clinical user to inspect and test equipment upon arrival. The Equipment Inventory Manager will be contacted by Warehouse personnel to come and tag equipment upon arrival.

10. Contractor is to order and store at contractor s expense any long lead delivery items that can delay or impede the completion of this work.

a Whenever contact with a facility is required outside of normal duty hours, the Contractor shall coordinate these times with the designated COR, POC or designee.
b. In accordance with 5 U.S.C. 6103, Executive Order 11582 and Public Law 94-97 the following national holidays are observed and for the purpose of this contract are defined as Legal Federal official holidays

c. Noncontract Charges: The contractor shall not perform any service that will result in additional charges without prior approval from the Contracting Officer.
d. Payment: Payment will be made upon receipt of a properly prepared invoice which references the period for which payment is due, the contract number and/or assigned purchase order number. The invoice must include the correct payment address.
e. Waste Removal: The contractor is responsible to remove and properly dispose of all waste related to the services provide on-site at all VA facilities.
f. Failure to carry out the above procedures will be considered as a failure to document the service visit and will constitute a failure to perform.
g All shipping costs will be included in the cost of the contract.
