The 162d Wing, Mission Support Contracting, Morris Air National Guard Base, hereby submits an intent to sole source notice. The Government intends to award a firm-fixed priced contract to Advantor Systems Corporation for the update and integration of the existing Closed Circuit Television Camera Technology currently in place and integrated with the existing ASN 6.0, Intrusion Detection System (IDS) and Video Management System (VMS) on Morris Air National Guard Base. These components are required upgrades that will enable expansion and surveillance camera upgrades to the existing base infrastructure in support of the closed-circuit television (CCTV) surveillance IDS system.



The CCTV system currently utilized by the 162d Wing is comprised of Advantor Systems Corporation components and operated with propriety software. DAFI 31-101 requires IDS to be certified to rely on images and detection equipment. It has been determined that third-party components are incompatible with Advantor CCTV components and would void the IDS certification. Integrating them would compromise reliance of images and detection making the IDS and VMS ineffective.



The Air Force’s memorandum “Non- Nuclear CMD Approval Letter” dated 31 May 2022 restricts the purchase of security systems on Air Forces facilities to the list of approved systems. Three of the companies listed on the letter are Advantor, LINX Security Solutions and Vindicator. Advantor is the current manufacturer of the security system used on the installation.



Advantor Systems Corp does not allow for distribution of their product through other businesses, being the only sources for their products, software, and services. No other product is allowed to interface with the existing Advantor Suite for Networks and the supporting equipment. Acquisition of supplies and services from Advantor is necessary in order to upgrade the current security system. No other manufacturer’s products will interface with Advantor’s system.



This procurement action is being conducted in accordance with 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items. This document does not constitute a request for quotations, proposals, or bids.



Interested parties who desire to challenge the sole source nature of this action must submit an interest letter (email is acceptable) with an accompanying capability statement that clearly demonstrates the necessary technical expertise, certifications, and authorization to compete for this acquisition. The letter must provide clear and convincing evidence that supports competition would be advantageous to the Government and will not be cost or time prohibitive.

The determination not to complete this proposed contract action is solely within the discretion of the Government. Information received will be evaluated as to confirm or deny the decision to conduct a competitive procurement.
