The Navajo Area Indian Health Service, Pinon Health Center, Pinon, AZ intends to award a non-competitive, sole source task/delivery order against Federal Supply Schedule contract FSS V797D-40235 to proposed contractor, Sysmex of America, Inc. Sole Source authority cited FAR Part 8.405-6 (a)(1)(i)(B) - Only one source is capable of providing the supplies and services required at the level or quality required because the supplies and services are unique or highly specialized. The Proposed Contractor shall continue the CPRR/Lease Program on the hematology analyzer XN-550 at the Pinon Health Center Laboratory Department. Government will be issuing a contract with a base period and 4 option years at a fixed rate. Government has released a base period contract and will be issuing 4 option year periods.

Base Period (03/01/2023-02/29/2024)

1st Option Year (03/01/2024-02/28/2025)

2nd Option Year (03/01/2025-2/28/2026)

3rd Option Year (03/01/2026-02/28/2027)

4th Option Year (03/01/2027-02/29/2028)

The Proposed Contractor is the only organization uniquely qualified to provide the required services to ensure there is no interruption in services that will negatively affect direct patient care.

This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Last day to provide affirmative written response is March 17, 2023, 5:00PM MDST.

A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement in the future. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 8.4. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
