INDUSTRY DAY – Mission Test Support Services (MTSS)



LOCATION: Yuma Proving Ground, Arizona



DATE: 06 December 2023

The Army Test and Evaluation Center (ATEC) – Yuma Proving Ground is hosting an Industry Day on Tuesday, 06 December 2023 to provide additional information on an upcoming requirement for the Mission Test Support Services contract. The scope of this effort will encompass the 11 major functional areas to include:



-Electronic Instrumentation Operations – Operation and Maintenance of various electronic devices at permanent, fixed, and mobile equipment.



- Optical, Meteorology, & Geodetic Instrumentation Operations – Provide technical imagery using television/video instrumentation, standard, high speed, and infrared cameras.



- Metrology & Simulation Operation -Provide maintenance support for various types of environmental simulation Test equipment.



- Computation and Automation – Operation of a Real-Time Data Center for the purpose of data collection and analysis during testing on ranges.



- Test Operations and Maintenance – Operation and Maintenance support for test support efforts to include artillery, aircraft, small arms, armored weapon systems, and automotive tactical vehicle systems.



- Ammunition Management Operations – Overall management and control of logistics, supply, and operations.



- Technical and Engineering Services – Test engineering and technical analysis services, special studies, test report writing, and technical writing support services.



- Range Management Operations – Range scheduling functions to develop the daily and weekly schedules.



- Communications & Information Management Operations – Telecommunications services, CAD drawing support services, telecommunication configuration management and interfaces.



- Data Acquisition & Management – Observation of test operations, test conditions, test maintenance, keeping record in specified forms and other media.



- Cold Regions Test Center – Operation of setup and teardown of test tracks and sites.



This scheduled Industry Day is open to both large and small business categories and will provide ONLY the opportunity for a presentation and site visit to get an overview of the Mission Test Support Services requirement.



Registration



Registration for attendance of the Industry Day is as follows:



- Email both Amanda Ramirez, Contract Specialist (amanda.m.ramirez24.civ@army.mil) and Stefanie Jacobs, Chief Plans Division (stefanie.m.jacobs.civ@army.mil) with the following information no later than 27 November 2023 at 11:00 AM MST:



-Names of attendees (no more than four), Company Name, and Attachment 5 MWR Menu Selections completed.



- Attachment 1 - DoO Form 5-6 (Only last 4 digits of SSN is required).



-Authorization Letter on company letterhead, see Attachment 4 as a SAMPLE of what should be submitted.



**Current Common Access Card (CAC) holders do not need submit the DoO Form 5-6, and can access the installation with their card.



Late respondents, those not pre-registered, or those not providing the correct information will not be granted access to the installation. Participation is limited to no more than four (4) representatives per company who plan to submit a proposal on the forthcoming Mission Test Support Services solicitation.



If unable to attend this Industry Day written responses and questions will be accepted until 13 December 2023 at 11:00 AM MST. Responses to questions will be answered and posted to SAM.gov at a later date.



ATTENDING THE INDUSTRY DAY IS HIGHLY RECOMMENDED SINCE IT IS UNLIKELY THAT AN ADDITIONAL SITE VISIT WILL BE OFFERED.



The Industry Day Event will begin on 06 December 2023 at 08:00 AM and end at 15:30 PM MST.



In-processing begins for all vendors at the Visitor Center at Building 3537 off Imperial Dam Road starting at 07:30 AM MST. You may also access this information at https://www.yuma.army.mil/visitor_access.html. The stop at the visitor’s center is required prior to gaining access to enter the Yuma Proving Ground Installation.



Please ensure you bring your official Government picture identification to present to Security to gain entry to the installation. If you attend and do not have all required documents, you will not be granted access to the installation. You will be required to show vehicle registration, Driver's License, and Proof of Insurance at the Vistior Center.



Directions from Visitor Center



The Palm Garden/Library is identified on the map on Attachment 2 Visitor Center – Public Release. Page 2 - Map of Howard Cantonment area identifies the Palm Garden/Library with a purple book icon.



From Howard Gate – beyond the security checkpoint continue on B Street, take a right turn onto First Street. The Palm Garden/Library will be on the right.



Parking



Once access to the installation is attained, parking will be available at the Palm Garden/Library. Meeting will take place inside the Palm Garden/Library.



Lunch will be available for purchase by cash or credit/debit card. See Attachment 5 - MWR Lunch Menu for options.
