Description
This is a Pre-Solicitation Notice of Intent. The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract, on behalf of Enforcement and Removal Operations (ERO) ICE Air Operations (IAO) for Daily Schedule Large Aircraft (DSLA) and Special High-Risk Charter (SHRC) Fight Services.
The services have been determined to be commercial in nature. The NAICS code for this acquisition is 481211 – Nonscheduled Chartered Passenger Air Transportation, and the small business size standard is 1,500 employees.
This requirement will be awarded using competitive procedures. The solicitation, 70CDCR23R00000004, is expected to be issued as a Request for Proposal in December 2022 and will be posted electronically on the System from Award Management website (https://sam.gov). No hard copies will be made available.
Once the solicitation is posted, it is incumbent upon interested parties to review this site frequently for any updates/amendments to any and all documents. All responsible sources may submit a proposal that shall be considered by the Agency. All prospective offerors interested in submitting a proposal in response to the solicitation once posted, must have a Unique Entity Identifier (UEI), and be registered in the SAM database. By posting this Pre-Solicitation Notice of Intent and draft Request for Proposal (RFP), ICE hopes to shorten the time-to-award, thereby delivering capabilities to customers faster and encourage competition by providing interested vendors with an improved understanding of the goals and objectives for the procurement.
