The Naval Air Systems Command (NAVAIR) intends to award a Cost Plus Fixed-Fee (CPFF) and Firm Fixed-Price (FFP) type contract against Basic Ordering Agreement (BOA) N00019-23-G-0004 to Honeywell International, Inc., Phoenix, AZ, for the procurement of supplies and services in support of MH-60R Air Vehicle program. Orders will be placed with Honeywell International, Inc., on a sole source basis for the procurement of non-recurring engineering (NRE) services and data. The work shall be performed at the Contractor’s facility, Government facilities, or other locations deemed mutually beneficial to specific task orders. The orders issued under the BOA will provide technical support, to include Engineering Investigations, of hardware products for the MH-60R. The Contractor will provide the necessary engineering and capabilities to support Government led Engineering Investigations (EIs) to improve operational availability, safety issues and engineering support. Contractor capabilities shall include support of the teardown, identification of problems, investigation of cause, and recommendations for improvement relating to manufactured hardware products for MH-60R. The projected ordering period is FY23 to FY27.
This action is intended to be awarded on a sole source basis to Honeywell International Inc. under the authority permitting other than full and open competition, Title 10, U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, “Only One Responsible Source and No Other type of Supplies or Services Will Satisfy Agency Requirements”. Honeywell is the sole designer, developer, systems integrator, and manufacturer of the Honeywell manufactured hardware products for the MH-60R, and award to any other source would result in unacceptable delays in fleet readiness due to related safety issues and reduce fleet capabilities. Honeywell has been solely responsible for developing, testing, upgrading, troubleshooting, and modifying the operational hardware products, to include the Sonobuoy Launcher, in the MH-60R helicopter since the inception of the MH-60R (more than 10 years) and is the only source with the requisite skilled personnel, knowledge, and proprietary data to provide the required technical support.
Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as production for the supplies listed requires a substantial initial investment or an extended period of preparation for manufacture. However, the Government will consider all proposals received within thirty days after the publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
