AERIAL IGNITION DEVICES (PSD SPHERES) – NFES 3411





The U.S. Forest Service, Washington Office of Procurement and Property Services (PPS), Incident Procurement Operations, Incident Support Branch-Logistics at the National Interagency Fire Center (NIFC) in Boise, Idaho, is soliciting quotes for the purchase of Aerial Ignition Devices (PSD Spheres) – NFES 3411 (National Fire Equipment System) in support of three (3) National Incident Support Caches.





This requirement is for Aerial Ignition spheres (Premo fireballs or equivalent) that are Polystyrene balls, 1.25 inches in diameter, containing potassium permanganate. The balls are fed into a dispenser, generally mounted in a helicopter, where they are injected with a water-glycol solution and then drop through a chute leading out of the helicopter. The chemicals react thermally and ignite in 25-30 seconds. Unit of sale is by the case with each case containing 1,000 spheres.





The Resultant contract, if any, will be a Firm-Fixed-Price (FFP), Purchase Order utilizing Simplified Acquisition procedures to the responsible quoter whose total quote is the most advantageous to the Government, price and other factors considered for this requirement without engaging in any discussions, negotiations, or requesting any price revisions. Quotes must represent your best possible terms/pricing as there will be no opportunity to revise, amend, correct, or improve your quote once this Solicitation closes. The Government reserves the right to cancel this solicitation.





This is a Solicitation Request for Quotes for Commercial Items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, and the Simplified Acquisition Procedures set forth in FAR Subpart 13.5 and as supplemented with additional information included in this notice.





This procurement is set aside for 100% Small Business. Only offers from small business concerns will be accepted.





North American Industry Classification System (NAICS) Code is 332994 - Small Arms, Ordnance, and Ordnance Accessories Manufacturing, and the Small Business Size Standard is 1000 employees. Prospective offerors must have a current and active registration in the System for Award Management (SAM) at www.SAM.gov associated with NAICS 332994 prior to award.





Product Service Code (PSC) is 4210 - FIRE FIGHTING EQUIPMENT.





All vendors wishing to submit a quote to the solicitation described herein must be registered in the System for Award Management (SAM) database (http://sam.gov/) or risk their otherwise timely quotation being considered non-responsive regardless of its completeness, timeliness or other salient considerations. Information on SAM registration can be obtained at the following web site: http://sam.gov/.





The Contractor must be actively registered with no exceptions in SAM to be awarded any resultant contract.

It is the offeror's responsibility to ensure the quote has been received by the contracting office by email confirmation. Fax quotes will not be accepted.





Late quotes will be processed in accordance with FAR 52.212-1(f) Late submissions, modifications, revisions, and withdrawals of offers.





Notice to Offerors:





The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
