THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service-disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs. Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Kelly Palmer) for receipt by close of business (2 p.m. local Denver time) on May 9, 2023



(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;



(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small-disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;



(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $2 million, and your firm’s aggregate bonding capacity; and



(4) Provide a list of pavement preservation construction projects of equal or greater value and similar scope to that described herein and in which you performed (as the prime contractor) work utilizing multiphase construction and traffic control approach. Experience in pavement rehabilitation, construction phasing, temporary traffic control, and timely completion of construction is required. State whether your firm was the prime contractor or subcontractor on the project.  DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK.



The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT NUMBER: AZ/CA FTBR LCD PADA(1)



PROJECT NAME: Parker Dam Road



PROJECT DESCRIPTION: This project includes pavement resurfacing, restoration, and rehabilitation along Parker Dam Road, Power House Road, and an Access Road. The project is located straddling the border of California and Arizona near the city of Parker, AZ. Timely completion of construction will be crucial to minimize impact on the commuter traffic.



SCOPE OF THE WORK: Proposed improvements include pavement over full depth reclamation of the existing 11-foot driving lanes and 1-foot shoulders on each side excluding across the dam. The project begins on the west side of the dam (at the south end of the eastern leg of the intersection triangle) at MWD Road, work is suspended just south of the western end of the dam, resumes just south of the eastern end of the dam, and ends at the southeast intersection with Takeoff Point Road. The total project length is approximately 0.78 miles. The weight limit across the dam is 9 tons/axle. Concrete trucks and most heavy construction vehicles might not be able to drive of the dam.



PRINCIPAL WORK ITEMS: Approximate quantities of principal work items include:




  • 13,100 square yards of Full Depth Reclamation, Method 2, 8-inch depth

  • 2,900 tons of Asphalt Concrete Pavement, Type 1

  • 200 cubic yards of Subexcavation

  • 6 miles of pavement markings



ANTICIPATED SCHEDULE: Advertisement is anticipated in June 2023, with contract award date in August 2023 and construction anticipated from August to December 2023.



The estimated price range of the project work is between: $700,000 and $2,000,000.
