Pre-Solicitation Notice



Turkey Tank Timber Stand Improvement (TSI) – Prescott National Forest





Description of Work





The purpose of this contract is to secure services to implement a combination of treatments for wildlife habitat enhancement as well as for fuels reduction. The Turkey Tank TSI covers a total of 1,440 acres of hand thinning. After material is cut on 427 acres, the material will be lopped and scattered. For the remaining 1,013 acres, materials will be manually piled. In the treatment units, 9.44 miles of constructed handline are required (see attached map). These treatments have proven to be an effective hazardous fuels management tool by rearranging/reducing ladder and canopy fuels to the surface to reduce the risk of crown fire, and to increase defensible space for fire line control operations.





This work will increase habitat opportunities for Merriam’s Turkeys while at the same time helping to protect private inholdings and increase the successfulness and safety of prescribed fire treatments implemented on Forest Service land to improve forest health and protect natural resources and property.





Project Location



Prescott National Forest. Services will need to be provided in the Prescott National Forest; west-central Arizona; 28 miles east of Prescott.





Contract Time



Anticipated Schedule for solicitation, award, and completion of project is as follows:



RFQ Posted: June 1, 2023



RFQ Close: June 30, 2022



Award: September 2023



POP Start Date: 1 October 2023



POP End Date 29 February 2024





Timing Restrictions




  • Ips Bark Beetle – Do not cut pile ponderosa pine from March 1 to October 1, to limit bark beetle outbreaks

  • Mexican Spotted Owl – Treatment area is adjacent to MSO Protected Activity Center.



No activity is permitted from Mar 1 to August 31. NOTE: Timing restriction for bark beetle is longer.







This requirement is being solicited as a Total Small Business set-aside, under North American Industry Classification System (NAICS) code 115310 – Support Activities for Forestry, with a Small Business Size Standard of $10M. The Forest Service intends to award one (1) Firm-Fixed-Price (FFP) contract resulting from this solicitation.





All interested vendors must be registered in the System for Award Management (SAM) database at SAM.gov | Entity Registrations before award of contract; failure to register in the SAM database may cause your firm to be ineligible for award and removed from consideration.





Interested vendors must obtain complete solicitation package on SAM.gov, copies will not be mailed from the Contracting Office. All amendments will be posted on SAM.gov and vendors will be solely responsible for viewing the solicitation posting in SAM.gov for amendments to the RFQ.





This notice does not obligate the government to award a contract, nor does it obligate the government to pay for any proposal preparation costs.
