Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

ii. Solicitation FA487723QU031is issued as a Request for Quotation (RFQ).

iii. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04 effective 2 June 2023. The DFARS provisions and clauses are those effective 9 June 2023, and the DAFFARS provisions and clauses are those effective 7 July 2023.

iv. This is under Full and Open Competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 811210 with a small business size standard of $34.0 Million.

v. Davis Monthan Air Force Base intends to award a firm-fixed price contract for the following:

a. CLIN 0001 – Semi-Annual Preventative Maintenance Inspection for 20 SiRcom GVS poles and 3 SiRcom GVS controllers.

b. CLIN 0002 - Remote support and on-site support (24/7/365) for inoperable GVS systems or hardware.

c. CLIN 0003 - System/Hardware Repairs as identified via preventative maintenance inspections.

vi. Delivery shall be FOB Destination. This contract will Span from 30 September 2023 – 29 September 2026. There will be a base year and 2 option years.

vii. The government will place an order with the offeror whose quote meets lowest price and technical acceptability. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the defined salient characteristics of the product or service. Technical capability and past performance, when combined, are approximately equal to cost or price.

4. All quotes shall be submitted by 11 September 2023 2:00PM.

xi. NOTE REGARDING FAR 52.217-8: The extension option authorized by 52.217-8 will be considered evaluated as being the same rate/unit price as the period of performance preceding its use. For rates/unit prices that represent a period of time, such as months, and the government chooses to exercise its option for less than that period; the rate used for the option will be prorated accordingly. Offerors are NOT to submit separate pricing to account for this option; separate pricing will not be evaluated or included in the resultant contract.

xii. It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all quotes and/or questions are submitted in a timely manner by specified due date.
