Description

Project Description: Design and construct approximately 8,605 SF of an addition onto the current HC-130J simulator facility for a Combat Rescue Helicopter (CRH) simulator. Construct the CRH simulator facility with large open bay; reinforced concrete foundation; concrete slab; structural steel frame, standing seam metal roof; and split faced block. Includes electrical, mechanical, site improvements, landscaping with landscape establishment irrigation, pavements, parking, walkways, utilities, fire detection/ protection, communications, and all necessary supporting facilities for a complete and usable facility. Facilities will be designed as permanent construction in accordance with the Department of Defense Unified Facilities Criteria 1-200-01. This project will comply with Department of Defense antiterrorism/force protection requirements per Unified Facility Criteria 4-010-01. Sound attenuation throughout the facility is also an important element to address during the design. The original building was constructed in 2013.



Minimum Capabilities Required include the following: Work includes construction services to construct an addition to the CRH simulator facility to include a large open bay; reinforced concrete foundation; concrete slab; structural steel frame; standing-seam metal roof; and split-faced block. Includes electrical, mechanical, site improvements, landscaping with landscape-establishment irrigation, pavements, parking, walkways, utilities, fire detection/protection, communications and all necessary supporting facilities for a complete and usable facility.



Procurement Set-Aside: This project is Small Business set- aside. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, $39.5M average annual gross revenue for the last three (3) fiscal years. The PSC Code is Y1CZ, Construction of Other Educational Buildings. The estimated magnitude of the project is between $5,000,000.00 and $10,000,000.



Selection Process: This acquisition will be conducted under a competitive negotiated source selection process in accordance with FAR 15 – Contracting by Negotiation. The acquisition will be using the Best Value LPTA (Best Value LPTA). Eligible offerors will be required to provide a technical and price proposal for consideration of award. The technical proposal will be evaluated based on the evaluation criteria stated in the RFP. Those offers that are determined to be Technically Acceptable will then be evaluated based on the lowest price submitted. Non-cost factors (evaluation factors) may consist of the following: Past Performance, Technical Approach, Management Effectiveness, and Schedule.



Contract Type: The government will award a firm fixed priced construction contract to the offeror who submits a proposal that is the best value to the government.



Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that it will not pay more than 85 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded. Any work that a similarly situated entity further subcontracts will count toward the Contractor’s 85 percent subcontract amount that it cannot exceed per Federal Acquisition Regulation (FAR) 52.219-14 Limitations on Subcontracting.

The solicitation will be made available on or about May 30, 2023. The Government intends to issue this solicitation using the Internet only. No additional media (Compact Disks, Floppy Disks, Faxes or Paper) will be provided unless the Government determines that it is necessary. Offerors must be registered with System for Award Management (SAM), to receive a Government Contract Award.
