The National Park Service ("NPS") issues a Prospectus soliciting proposals for the award of one (1) Concession Contract for a concession business opportunity to provide Bicycle Rental, Guided Bicycle Tours, Food and Beverage, and Other Services at the South Rim of Grand Canyon National Park (“Park”) on October 25, 2023. The prospectus describes the business opportunity and the terms and conditions of Concession Contract No. CC-GRCA034-25 (“Draft Contract”). General information about this business opportunity and the Draft Contract are provided below.

The Draft Contract requires the concessioner to provide the following visitor services:
- Bicycle Rental
- Guided Bicycle Tours
- Food and Beverage
- Shuttle Service for Clients
- Limited Retail
- Mobility Aid Rental
The Draft Contract will authorize the concessioner to provide the following visitor services:
- Bicycle Repair
Site Visit
The NPS will host a site visit for entities interested in bidding on the opportunity on November 7, 2023, after releasing this solicitation. The site visit provides interested entities an overview of the concession operation and a tour of the Concession Facilities (land and real property improvements assigned to the concessioner under the Draft Contract). Registration is required to attend the site visit. To register, contact Laurie Dyer, Grand Canyon National Park Supervisory Concessions Management Specialist, at Laurie_Dyer@nps.gov no later than 4:00 pm Mountain Standard Time on November 2, 2023. Please see the related notice for additional information on the site visit.
Questions Due
If you do not understand something in this Prospectus, you must submit your questions or comments to Jennifer Parker, Commercial Services Program Lead, via email at Jennifer_Parker@nps.gov no later than 4:00 p.m. Mountain Time on November 15, 2023. The questions must be in a format that allows the NPS to copy them to Microsoft Word.
Notice of Intent to Propose
If you plan to submit a proposal in response to this solicitation, you must notify Jennifer Parker, Commercial Services Program Lead, via email at Jennifer_Parker@nps.gov no later than 4:00 p.m. Mountain Time on January 9, 2024. The NPS will not accept proposals from entities that do not provide notice on or before that date.
Submission of an electronic proposal
Prior to the electronic submission deadline of no later than 4:00 p.m. Mountain Time on March 5, 2024, you will receive a welcome email message from the NPS’s Microsoft Teams platform at the email address you provided when you notified the Service of your intent to submit a proposal. You must accept the invitation before you can access the Teams site to upload your proposal. The NPS will not accept proposals submitted in hardcopy or via another electronic platform, including email.
Hardcopy of Offeror’s transmittal letter
Following the submission of a proposal, all offerors must send a hard copy of the offeror’s transmittal letter as stated within the prospectus. The hardcopy of the offeror’s transmittal letter must be received by the submission deadline of no later than 4:00 p.m. Mountain Time on March 12, 2024.

To be put on a contact list to receive amendments or any additional information specific to the Prospectus, interested parties must provide their contact information (name, email address, and phone number) to Jennifer Parker via email at Jennifer_Parker@nps.gov. Information relative to the solicitation will also be posted to the above-mentioned website. The contact list already includes the Existing Concessioner.
