THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.





Pursuant to Federal Acquisition Regulation (5.203), Publicizing and response time. Whenever agencies are required to publicize notice of proposed contract actions under 5.201, they must proceed as follows:





(a) An agency must transmit a notice of proposed contract action to the GPE (see 5.201). All publicizing and response times are calculated based on the date of publication. The publication date is the date the notice appears on the GPE, in this instance SAM.Gov. The notice must be published at least 15 days before issuance of a solicitation, or a proposed contract action the Government intends to solicit and negotiate with only one source under the authority of 6.302.





This synopsis is hereby issued in accordance with FAR Part 5.203, to announce the Government’s intent to issue a 12-month, Firm-Fixed-Price (FFP) Bridge Contract, on a noncompetitive basis to Peraton Incorporated, (CAGE 0HD54), the current prime contractor for the Military Intelligence Information Technology Support (MIITS) contract. This notice announces intent to award a sole source contract under statutory authority 10 U.S.C. 2304(b)(B) set forth in Federal Acquisition Regulation (FAR) 6.302-1(a)(iii)(B), services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in-(B) Unacceptable delays in fulfilling the agency’s requirements.





Army Contracting Command-Orlando (ACC-ORL) has identified a need to award a sole source, fixed price contract to PERATON, (CAGE 0HD54), the contract currently performing the MIITS contract, continue to perform Military Intelligence Information Technology Support (MIITS). The current MIITS Task Order expires 30 APR 2024. The contemplated sole source contract will include a performance-based period of six (6) months, with an option for an additional 6 months. The Bridge Contract will commence 1 MAY 2024 through 31 October 2024, with a 6-month option to extend the contract from 1 November 2024 to 30 April 2025. Award of this Bridge Contract for MIITS will ensuring continuation of INFORMATION TECHNOLOGY SERVICE AND SUPPORT at FT. Huachuca, Arizona continue, without interruption, and ensures the acquisition team receives adequate time to provide fair opportunity for Offerors who intend to bid on the MIITS acquisition re-compete, which will be competed under the Army’s Computer Hardware, Enterprise Software and Solutions (CHESS) Information Technology Enterprise Solutions – 3 Services Multiple Award Indefinite Quantity Indefinite Delivery Multiple Award Task Order Contract (MATOC).





The Services performed under this sole source contract will include Information Technology (IT) and computing services in support of the ICoE G6 mission. The current environment encompasses a federation of complex systems and IT capabilities distributed throughout Fort Huachuca, Arizona (AZ), and extends to organizations at Goodfellow AFB, Corry Naval Station in Pensacola FL, and MI Schools at Army National Guard Regional Training Institutions (RTIs) in Camp Williams UT, and Camp Clay GA, Davis-Monthan, AFB.





No other contractor is in the position to assemble a large team of administrative, program management and subject matter experts (SMEs) who specialize in providing Military Intelligence Information Technology Support, by the expiration of the current MIITS Task Order performance period (30 APR 24). Award to anyone other than the incumbent contractor (PERATON) would result in a significant break in service. Award of this limited Bridge Contract will ensure ample time for the Government team to complete source selection activities and execute award of the MIITS II, Indefinite Quantity (IDIQ) Contract, projected for award in 2nd Qtr. FY25.





This is not a request for competitive quotes. The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1. Any interested firms objecting to the intent of the Government to issue this sole source bridge action must identity their interest and capability to respond to the requirement, providing a technical solution to commence performance of all MIITS requirements by 1 May 2024.





A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.





Contractors shall provide responses to this notice no later than 25 MARCH 2024 at 1400 hours Eastern Standard Time (EST). Contractors must include its stated TECHNICAL KNOWLEDGE OF AND EXPERIENCE WITH Military Intelligence Information Technology Support and information to demonstrate the Contractor’s ability to complete Phase-In activities and commence full performance by 30 APR 2024.
