NOTICE OF INTENT TO SOLE SOURCE:The United States Army Mission and Installation Contracting Command - Yuma Proving Ground (MICC-YPG), U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to award a Firm-Fixed Price (FFP) contract on a sole source basis with Immaculate Conception Roman Catholic Parish & Guadalupe Mission – Yuma, 505 S Avenue B, Yuma, AZ 85364-2732, United States. The requirement for Catholic Religious Services will be for a twelve-month base year and four (4) twelve-month option years with an estimated start date of 1 May 2023. The services will include fifty-two (52) Masses and nine (9) Holy Days of Obligation per each year of the contract. All required duties will be in accordance with the Performance Work Statement (PWS).
These services have been procured in the past on a sole source basis, due to the designation of USAYPG being covered under the Archdiocese of Tucson, which determines that services are covered under Immaculate Conception Roman Catholic Parish & Guadalupe Mission – Yuma, 505 S Avenue B, Yuma, AZ 85364-2732.
Army Regulation 165-1 Religious Support, Army Chaplain Corps Activities established the policies, duties, and responsibilities of the U.S. Army Chaplaincy in meeting the Army’s religious, moral, and spiritual requirements. This requirement is recommended for sole source to Immaculate Conception Roman Catholic Parish & Guadalupe Mission – Yuma due to the designation of USAYPG being covered under the Archdiocese of Tucson. Catholic Religious Services is limited based on church governance, and the Diocese of Tucson who presides over the diocese (districts) within this region. The Diocese of Tucson is the ecclesiastical territory of the Roman Catholic Church comprising nine counties: Gila, Graham, Greenlee, Pinal, Cochise, Santa Cruz, Pima, Yuma, and La Paz as appointed and established by Pope Pius IX as the Apostolic Vicariate of Arizona in 1868. The diocese appointed in this county, one Episcopal Vicar who can perform Catholic services outside of the confines of a Parish Chapel.
The chapel at USAYPG is not a Parish Chapel under the Diocese of Tucson, so services must be provided by an appointed Episcopal Vicar. Only one Episcopal Vicar exists in this region of the Diocese of Tucson, and that is from Immaculate Conception Roman Catholic Parish & Guadalupe Mission – Yuma.
The North American Industry Classification System (NAICS) NAICS Code 813110 Religious Organizations with a size standard of $13,000,000.00. Award for this requirement will be accordance with Federal Acquisition Regulation (FAR) Part 13.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested person may identify their interest and capability to respond to the requirement or submit proposals. To protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed item. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
