Description

The 56th Contracting Squadron, Luke AFB, Arizona is conducting market research to determine the existence of interested sources capable of providing non-personal services necessary to install rain gutters to 33 flightline aircraft sunshade structures to direct water from lights and power outlets at Luke AFB as specified in the Project Description below. This is not a Request for Proposal, but instead a market research method to determine the availability of small business firms for a potential small business category type set-aside. NO AWARD will be made from this Sources Sought. See the attached draft Statement of Work for the general description, requirements, and specifications.



The purpose of this notice is to assess whether or not the Government can set this requirement aside for Small Business or another socio-economic concerns such as Certified 8(a), Certified HUB Zone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) that have the skills, capabilities, and bonding necessary to perform the work required. All interested parties are encouraged to provide feedback via email to Kristie Canterbury at kristie.canterbury.2@us.af.mil. All information provided will be used solely for the purposes of supporting market research and any set-aside decision. Additionally, the draft Statement of Work attached is available for comments to assist in refining the requirement. If you wish to provide comments on the Statement of Work submit any comments as a separate document and doesn’t count towards the 10-page limit for the capabilities information.



WORK DESCRIPTION



The Contractor shall provide all management, tools, supplies, equipment, transportation, man-lifts, and labor necessary to add gutters to 33 aircraft sunshades. The services required on each sunshade includes extending current gutters between aircraft parking spots (number of spots vary per row) out to the far edge of sunshade. Current gutters are approximately 12” wide. These need to be transitioned from 12” to 6” gutters for the 22’ run to the edge of the shade. A 12” to 6” transition plate will be fabricated, mounted with galvanized screws/rivets and sealed. Gutters should extend 6” beyond structure. Downspouts not required. See draft Statement of Work for full description.



The magnitude of the anticipated contract is valued between $250,000 and $500,000. This will be a firm-fixed-price contract. The NAICS Code is 238170, the size standard is $16,500,000, and the Federal Supply Code is 1761, Roofing, Siding, and Sheet Metal Work. Under Federal Acquisition Regulation (FAR) guidelines 52.219-14, the concern will perform at least 50% of the cost of the contract, not including the cost of materials, with its own employees.



CAPABILITY STATEMENT



The following requests are designed to apprise the 56th Contracting Squadron, Luke AFB, AZ, of any prospective contractors' project execution capabilities. Please provide your response to the following. The submission is limited to 10 pages and should be included on one electronic document.



1) Respondent’s company name, Unique Entity ID (UEI #), Federal Cage Code, address, point of contact, phone number, and e-mail address. Your company must be registered in System for Award Management (SAM). To register, go to https://www.sam.gov.



2) Respondent’s interest in proposing on the solicitation when it is issued.



3) Respondent’s capability to perform this contract, to include identifying comparable work performed within the last five years. The Statement of Capabilities shall demonstrate the skills, experience, knowledge, and capabilities necessary to perform gutter installation and fabrication as specified in the project description above. Provide a brief description of the project including how much of the associated work was self-performed, contract number, customer name and contact information, timeliness of performance, customer satisfaction, and dollar value of the project - provide no more than 3 examples.



4) Respondent’s type of small business (8(a), HUBZone, Service-Disabled Veteran Owned, Women Owned, or Small Business) under NAICS 238170 - $16,500,000size standard. Identify whether your business has an office in Arizona.



5) Respondent’s Joint Venture information if applicable - existing and potential.



6) Respondent’s Bonding Capability.
