ON-CALL WATER AND WASTEWATER SYSTEM REPAIRS BY JOB ORDER

INVITATION FOR BID

Notice is hereby given that the City of Bullhead City (“City”), is hereby issuing a Notice of Request for Proposals (“RFP”) and conducting a competitive process to retain two companies to provide the City with construction services for ON-CALL WATER AND WASTEWATER SYSTEMS REPAIRS BY JOB ORDER. One company will serve as the primary and the other as the secondary in support of on-call and emergency repairs for Bullhead City Utilities. This RFQ is an alternative method of solicitation issued under the authority of Arizona Revised Statutes § 34-603(F).

The City invites interested companies (“Respondents”) to submit a written Statement of Qualifications (“SOQ”) along with a separately sealed bid for labor and equipment rates (“Bid Schedule”) relating to this solicitation. The City will provide repair materials and supplies. A screening team will evaluate Respondent qualifications experience and the bids offered. The top two Respondents determined to be the most responsive and responsible, will then be invited to enter into an agreement to provide the required services in substantial form as set out in the attached “Sample.” This RFQ is intended to result in the award of two contracts for on-call job order construction services.

A complete copy of this RFQ and any amendments may be obtained by going to the City of Bullhead City website at http://www.bullheadcity.com/bidinfo to download the solicitation. A copy of this solicitation may also be picked up during regular business hours at the City Clerk’s Office, 2355 Trane Road, Bullhead City, Arizona 86442. Respondent companies are invited to review the information and to submit their SOQ and Bid Schedule in accordance with the criteria established within this RFQ. Brief procedural questions concerning this RFQ can be directed by email to Ryan Farnell, Utilities Construction Manager, rfarnell@bullheadcityaz.gov . Questions regarding the substance of this RFQ must be in writing by email and received by Mark Clark, Utilities Department Director at mclark@bullheadcityaz.gov by no later than June 20, 2023, at 3:00 PM, Arizona Time. Questions may then be responded to by written amendment to this document. Oral statements or instructions do not constitute an amendment to the RFQ.

All submittals (one original and four copies) must be sealed and received by June 27, 2023, at 3:00 PM, Arizona time at the City of Bullhead City Clerk’s office. Submittals must be clearly marked “ON-CALL WATER AND WASTEWATER SYSTEM REPAIRS BY JOB ORDER.” Any response received at the specified submittal location after the due date and time assigned will be returned unopened. The City reserves the right to reject any or all submittals, or to withhold the award for any reason it may determine, and to waive or not to waive any informalities in any submittal. All information regarding the content of the specific submittals will remain confidential until contracts are finalized or all proposals are rejected.
