INVITATION FOR BIDS

FOR

SALE OF CITY OF KINGMAN PUBLIC LAND

The Mayor and Common Council of the City of Kingman, Arizona, (the "City"), hereby gives notice that in accordance with Arizona Revised Statutes §9-402, that the City intends to receive sealed bids for the sale of one (1) parcel of real property situated at the following location in the City of Kingman, Arizona.

PARCEL: Lot 1, Block 4, Kingman’s Airport Tract, APN 320-06-063, Section 6, T21N, R16W. The parcel size is 0.11 acres (5,000 Sq. Ft..) and is undeveloped vacant land located in Zoning District R-2, Low-Density Multi-family 5,000 Sq. Ft. lot minimum.

The bidding information is as follows:

  1. Sealed bids not complying with the requirements set forth in this notice will be disqualified. Conforming bids will be evaluated by the City Manager and forwarded to the City Council for acceptance. The City Council reserves the right to reject any and all bids submitted and to re-offer the property for sale and/or exchange on the same or different terms.
  2. The parcel is offered "AS IS." The City does not make any representations or provide any warranties regarding title to the buildings and accompanying parcels or its condition or fitness for any purpose.
  3. The parcel will be conveyed by quit-claim deed. Transfer of the property will be subject to all valid easements and other encumbrances, whether or not of record (collectively, the “Encumbrances"). Bidders are responsible for identifying Encumbrances and their effect on the property.

  4. All items must be sold to the highest responsive and responsible bidder if the price offered by such bidder is acceptable to the Purchasing Officer. In addition to the highest bid, the winning bidder is responsible for paying the application fee of $650 per lot.If the Purchasing Officer determines that the offer is not advantageous to the City, the bids may be rejected in whole or in part, and the Purchasing Officer may determine to re-solicit bids or negotiate the sale if the negotiated sale price is higher than the highest responsive and responsible bidder's price. A copy of the 15-page appraisal can be emailed in a PDF or available at the Kingman Airport Administration Office, 7000 Flightline Dr. Kingman AZ 86401, for $0.20 per page ($3.00).

  5. Bidders whose bids are accepted must pay by cashier’s check or wire transfer funds within seven (7) days of the City Council approving the winning bid. Failure by the successful bidder to make the required deposit shall result in the bid being disqualified and returned to the bidder. After that, the City may either offer the property to the next highest bidder or withdraw the property for later use or sale.

  6. Bids must include a copy of the Application of interest to purchase a Residential lot, a signed letter indicating what the bid amount is for, and proof of closing funds for the bid amount. Bid documents must be submitted in a sealed envelope, clearly marked "Sealed Bid for “Lot 1, Block 4, Kingman’s Airport Tract, APN 320-06-063” addressed to the City Clerk, at 310 North 4th Street, Kingman, Arizona, by 3:00 p.m., local time, Kingman, Arizona, on 12/07/2023.   7. Bids shall be opened on 12/07/2023 at approximately 3:00 p.m., local time, in the City Council Chambers at 310 North 4 th Street, Kingman, Arizona.
