The Arizona Commerce Authority (ACA) is pleased to announce the opening of Request for Proposals (RFP) # 2024-42: Labor Force Non-Participation Research. The ACA seeks a qualified vendor to undertake a largely qualitative research effort (with some quantitative analysis) to explore the reasons Arizona adults do not participate in the labor force and to prepare ACA to undertake a broader study of the topic. The goal of this work is to better understand the pertinent personal and familial/household characteristics of people who are not in the labor force, as well as to understand the personal and structural barriers they face to participating in the labor force.
