NOTICE OF REQUEST FOR PROPOSALS
AIRPORT MANAGEMENT SERVICES

Notice is hereby given that the City of Benson (“COB”) is conducting a competitive ONE-STEP process to retain an individual or business to provide airport management to support the City at the Benson Municipal Airport.  The scope provides for the individual or business to provide professional high level airport management services at the Benson Municipal Airport. The selected individual or firm will also work closely in a high-level advisory capacity with the City Airport Staff on a variety of airport and aviation matters.

COB invites interested firms to submit written Responses relating to this solicitation. A Screening Committee will evaluate firms’ demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required at a fair and reasonable price to the City.  After reviewing and ranking the responses, the City may interview a shortlist of contractors before making the selection. The shortlisted contractors shall be notified at least five (5) days prior to the interview date.

Issuance of this RFP and receipt of proposals does not commit the City to award a contract. The City reserves the right to postpone response opening for its own convenience, to accept or reject any or all responses received in response to this RFP, to negotiate with another contractor should negotiations with the top ranked firm contractor be terminated, or to cancel all or part of this RFP.

A complete copy of this RFP and possible amendments may be obtained in the document center below.  Internet access is available at all public libraries.  Any interested offerors without internet access may obtain a copy of this solicitation by calling (520) 720-6327, or a copy may be picked up during regular business hours at the City of Benson, 120 W. 6th Street, P.O. Box 2223, Benson, AZ.  Respondents are invited to review the information and to submit their Responses in accordance with the criteria established within this RFP.  Written questions regarding this RFP must be received by the Public Works Department no later than 5:00 pm September 14, 2023.  Questions may then be responded to by written amendment to the RFP. Oral statements or instructions shall not constitute an amendment to the RFP.

All submittals must be received by the due date and at the submittal location specified herein. Any response received at the specified submittal location after the due date and time assigned will be returned unopened.  The City of Benson reserves the right to reject any or all submittals, or to withhold the award for any reason it may determine, and to waive or not to waive any informalities in any submittal.  All information regarding the content of the specific submittals will remain confidential until a contract is finalized or all proposals are rejected.
