Summary

There are currently four Arizona State Veteran Homes (ASVH) (three operational) that provide professional long term care, skilled nursing and rehabilitative care for geriatric and chronically ill veterans or their surviving spouse or dependent. The Arizona Department of Veterans’ Services (ADVS) seeks to expand with a fifth ASVH in the northwestern region of the state pursuant to Laws 2021, Chapter 406, Sec. 29 as there is not currently a home in this heavily populated veteran region.

ADVS is seeking to hire a firm to conduct a feasibility study relating to building a new ASVH in the northwestern region of the state pursuant to Laws 2021, Chapter 406, Sec. 29. Once completed, the study will include financial feasibility pursuant, VA medical facility/emergency medical services (EMS) location in relation to the proposed site, and pursuant to 38 U.S. Code § 8135 (b)(1A): documentation that the site for the project is in reasonable proximity to a sufficient concentration and population of veterans who are 65 years of age and older or who have a VA disability rating of 70% or higher, and that there is a reasonable basis to conclude that the facilities when complete will be fully occupied.

The Department would like the study to be conducted in the project's time-line to completion not to exceed ninety (90) days (excluding ADVS approval timeline). Proposals must include timetable for completion and fee estimates. ADVS requests that examples of similar work performed be included in the proposal.

ADVS is seeking a firm to conduct and accomplish a feasibility study associated to geriatric and chronically ill veteran population in northwestern Arizona cities (Kingman, Lake Havasu City, Bullhead City). This study should include which area of northwestern AZ will benefit the most veterans, has a reasonable basis to conclude that the facility will be fully occupied when complete, and is medically feasible in relation to VA/EMS and other healthcare facilities and services.

This phase should include but not limited to providing collective data and best practices of current long term care facilities utilizing the neighborhood and/or community living. Additionally, this phase should include data on the employability and availability of workforce in the area. The contractor will determine if land in excess of 13 acres is available to build upon, with accessible local utilities such as water, electric and sewer.
